Kelly is recognised as a sector expert in the development of adult skills programmes, specialising in the design and implementation of Apprenticeship Levy strategy.
The introduction of the Apprenticeship Levy in 2017 marked a sea-change in the way that large employers were required to fund and deliver apprenticeships. As with the introduction of any significant policy change, it is taking time for employers to adapt to the Apprenticeship Levy. Unfortunately, in many instances this has led to an underspend of funding, impacting directly on people looking to access apprenticeships, and businesses looking to improve the skills of their workforce.
Kelly has supported Learning Leaders, at a number of organisations, enabling them to develop effective strategies to support the implementation of the Apprenticeship Levy. Through the creation of bespoke delivery models, focused on efficacy, she has enabled organisations to enhance the skills of their workforce while delivering a measurable return on investment and a demonstrable impact on productivity.
Kelly has led successful competitive tenders on behalf of organisations, supporting them to access national frameworks, such as the Register of Apprenticeship Training Providers (RoATP).
Kelly is passionate about creating new approaches to tackling established, entrenched problems. She is motivated by the democratisation of learning. Through new thinking, including an increase in the digitalisation of training, Kelly has opened up learning to people at all levels of the organisational hierarchy… from the shop floor to the boardroom.
